As reported by local residents of Lung Sha Yang, young civilians of the eligible age for military service have fled to safety in various locations, prompted by summons issued by the district administration under the State Administration Council (SAC) for military duty in Lung Sha Yang, Putao Township, Kachin State.

According to a local resident, "A total of 83 young civilians between the ages of 30 and 35 have received summons for military service in Lung Sha Yang. Many of those listed are school teachers, religious leaders, and even individuals with disabilities. Additionally, most of them do not reside in the village. Hence, there is an assumption that the State Administration Council (SAC) might extend summonses to those in other age brackets. Consequently, within a week, all young civilians in the village have fled, leaving behind only the elderly and children.”

According to residents, village administrators advised young civilians named on the military service summons list to evade the issue, implying it could resolve the problem. They further indicated an inability to refuse the State Administration Council's (SAC) orders to summon young civilians from villages for military service.

Hence, despite over 80 individuals from the Lung Sha Yang village group being listed, the majority of young civilians are fleeing due to uncertainty regarding potential changes in the State Administration Council's (SAC) conscription law policies.

There is speculation that young civilians named on the summons list may face arrest at their homes by the State Administration Council (SAC). Consequently, parents are deeply concerned, leading many young civilians to flee preemptively for their safety.

As detailed by a resident, nearly all young civilians from the 11 villages comprising the Lung Sha Yang village group have fled. Furthermore, announcements have been issued instructing remaining residents not to venture outside the neighborhood compounds after 7:00 PM.
