Residents of PangWa have reported that the Kachin Independence Army (KIA) has assumed control of PangWa town and is now entirely accountable for issuing household registrations along with red border pass books. Additionally, the KIA is responsible for granting road access along the Chipwi-PangWa routes to facilitate travel under the administration of the Kachin Independence Organization (KIO).
“KIA has implemented stringent regulations. Currently, individuals riding motorbikes in PangWa are required to wear helmets; failure to comply will result in arrest. Additionally, KIA has introduced new protocols for household registrations. Even visitors wishing to reside in the area must present a photograph for registration purposes. The entire framework has undergone significant changes,” according to a local resident.
He also mentioned that a nylon asphalt road will be constructed to improve transportation between Pangwa and Chi Pwi, with work set to commence shortly.

A nylon asphalt road is set to be constructed between Chipwi and PangWa. The contract has been given to a team of Chinese workers, who have assured that the project will be completed in the near future. Regardless of the timeline, this development is expected to bring significant benefits to the local community, as noted by a resident.
Following the capture of Pang Wa, the Kachin Independence Organization (KIO) has taken over all administrative functions in the area, encompassing education, health care, and social services. On November 28, 2024, the KIO Central Committee declared via General Gum Maw's Facebook page that the designation of Kachin Special Region (1) has been revoked.
A resident reported that subsequent to that event, new household registrations were initiated for the residents of PangWa. Furthermore, the Kachin Independence Organization (KIO) is preparing to assume complete responsibility for the red border pass book, which will aid in facilitating travel to the border gate for residents from the Chinese side. Additionally, the KIO is also taking full charge of the operational aspects.
The KIA/KIO has initiated the implementation of administrative systems following the official announcement by the KIO Central Committee regarding the revocation of the Kachin Special Region (1) designation. There is growing speculation that the current administrative framework established by the KIO government will advance more significantly than in the past.
