According to the IDPs, the returnees in the town of Waingmaw, who have been fleeing due to the restarted clashes in Kachin State, have been living in the original IDP camp by registering the guest list and said that they are in need of basic food aid.
The in-charge person of the Maina RC camp said that the IDPs could not re-enter the camp, because they had already registered for repatriation, signed on the registrations and already left the camp.
“The IDPs have been allowed to stay by registration at the camp, only until February, when the children’s school year ends. Starting from March, all returnees must leave the camp. After leaving, the new list of IDPs will re-accept at Waingmaw church that were accepted in 2011.”
It’s difficult for the IDPs to return to their homes due to the armed-conflict. In addition to the fact that they live at the camp by registering the guest list with the people in charge of the IDP camp where they originally lived. And it is said that some of the IDPs had to take refuge at their close relatives.
“I had already registered for repatriation and signed on the registrations, now I can’t go back to the IDP camp. So, I’m asking my relatives to stay at their home and have to do odd jobs for my family’s living,” said the IDP.
According to Daw Lum Nyoi, who fled from Taga Yang village to Waingmaw AG IDP camp, the returning IDPs have been removed from the list of food aid beneficiaries. So, they don’t receive any food aid, except from the repatriation expenses they received from the repatriation.
“We had to sign to leave the camp to go back home. At the time of the departure, the Shalom Organization provided on household with 100,000 kyats, 1 pack of rice, 1 pint of oil, 1 box of KIT includes 1 set of pots, 1 set of toothpaste, 1 set of toothbrushes, 1 set of soaps and a pair of towels as repatriation expenses. Once I got that I moved to Gara Yang. Now that I have to flee again, I can’t go back in because I’ve already been removed from the lists of the camp. And it’s hard to live because I can’t get the supplies I got before I left,” said Daw Lum Nyoi.
According to the government’s program for the returnees, Nam Sam Yang, Dabat Yang, Kazu Yang and Gara Yang, houses were rebuilt with the help of Civil Society Organizations, and since early 2023, some displaced people have resettled in their homes. However, since August 2023, due to regional instability and restart armed conflict, the returnees had to flee for the second time.
The in-charge people of IDP camp in Waingmaw also said that those who have returned from the armed conflict are allowed to take temporary refuge in the IDP camp by registering at the guest list once a week. From March of this year, they will leave the camp permanently and will be reaccepted back with a new list of names.
The restart armed conflict’s IDPs in Waingmaw are the IDPs who had to flee for the second time due to the renewed clashes between the two-armed group since August of last year and more than 100 households have fled.
