State Administration Council (SAC) Deploys Over 3,000 Troops in Hpakant Township’s Kamaing Town

Residents report that the SAC has reinforced over 3,000 troops in Kamaing Town, Hpakant Township, Kachin State, and is conducting military operations.


“The SAC claims they’ve only deployed around 500 troops, but in reality, there are about 3,000. The soldiers currently arriving are not stationed inside the town but are operating in the outskirts,” said a local from Kamaing Town.


Although the SAC stated that only around 500 troops were deployed in Kamaing Town, eyewitnesses report that the actual number of active troops is approximately 3,000, with soldiers moving in and around both urban and rural areas.


According to observers, many of these soldiers appear to have been forcibly recruited from various regions. Some are barely school-aged children, dressed in incomplete uniforms and carrying only rifles.


“Looking at the soldiers here now, many are extremely young—just kids. They seem like those forcibly conscripted by the military, not even wearing full uniforms. They’re just walking around with rifles,” a witness said.


On April 24, clashes erupted near Kamaing Town between the Kachin Independence Army (KIA) and the SAC, which had launched a large-scale offensive. As a result, the Myitkyina-Hpakant highway has been indefinitely closed.


Currently, the SAC’s forces, including those from Bhamo, are conducting offensives along routes leading to Hpakant, employing airstrikes, heavy artillery, and drones in ongoing attacks.
