According to local residents of Mohnyin, the Ward Administration Offices in several wards, including Helone Ward, Sein Yadar Mon Ward, and Pyaw Bwal Ward, failed to distribute military service summons to young civilians. However, they did order the arrest of young pedestrians for military service on March 19.
"In some areas, there has been news circulating that district governors tasked with registering young civilians for military service have been targeted by the PDF. Consequently, administrators of Helone Ward, Sein Yadanar Mon Ward, and Pyaw Bwal are apprehensive and reluctant to carry out such registrations. Instead, they are directing the arrest of young civilians found walking," stated a Mohnyin resident.
The directive to arrest young civilian pedestrians did not come with a specified time limit, thus young civilians must remain vigilant and cautious.
It has been reported that the People’s Defense Force (PDF) sent a warning letter to an administrator of HtanThaPin Ward, appointed by the SAC, urging them not to support the SAC.
As a result, district administrators are fearful of the PDF's warnings against facilitating the enumeration of young civilians for military service. Consequently, they have refrained from employing the written registration system for military service and have solely instructed the arrest of young pedestrian civilians.
Starting from the third week of March, the SAC has initiated population censuses and distributed registration forms to young adults for military service through district governors under the SAC in various townships, including Mohnyin Township and Myitkyina Township, within Kachin State.
The People’s Defense Force (PDF) has issued warnings to governors who have distributed summonses for military service in regions such as Yangon, Mandalay, Sagaing, Bago, Thanintharyi, and Shan State. Moreover, in some areas, activities like issuing summonses and making announcements via loudspeakers regarding military service have been strongly cautioned against by the People’s Defense Force (PDF).
