The local inhabitants reported that the State Administrative Council (SAC) has imposed a curfew in Lung Sha Yang Village and Sumpi Yang Village in Putao Township, Kachin State, effective since March 16.
A village administrator from Lung Sha Yang village conveyed the information, stating that the chief commander had issued letters to the township administrator and village administrator, mandating that residents remain within their house compounds after 7 PM. The administrator emphasized that the SAC cannot assume responsibility for any incidents occurring after the curfew.
The curfew was implemented in response to the joint forces of the Kachin Independence Army (KIA) and Kachin People’s Defense Force (KPDF) capturing the town of Sumpra Bum on March 16. Sumpra Bum was the location of the (No.46) infantry battalion and U Tang Gu Tang’s local militia forces.
Furthermore, the village administrator expressed concerns about the SAC’s plans to initiate recruitment before the upcoming Thingyan Festival. The administrator highlighted the potential risk of young people being forcibly recruited if they venture out during the curfew hours.
On March 16th, the village administrators from the 9 Wards in the Lung Sha Yang Village Groups received a notification from the chief commander of the Lung Sha Yang SAC camp. The administrators were informed that a curfew would be reinstated and that local residents in the Sumpi Yang group were prohibited from leaving their homes between 6 PM and 6 AM. Additionally, the villagers were warned not to flee in the event of clashes.
Currently, there are ongoing clashes between two armed groups along the highway to Myitkyina-Putao. In response, the SAC forces have deployed significant reinforcements to the Lung Sha Yang and Sumpi Yang Village groups and are conducting military operations.
